PETITION STATEMENT TO THE UNITED STATES STATE DEPARTMENT

Subject: Demand for Sanctions on Perpetrators of Human Rights Violations in Liberia

We, the undersigned Liberians and advocates for justice, democracy, and human dignity, submit this urgent petition to the United States State Department, calling for immediate and decisive action against individuals in the Government of Liberia who have been identified in the recent U.S. State Department Human Rights Report on Liberia as violators of fundamental freedoms and perpetrators of heinous crimes against the Liberian people.

The people of Liberia continue to endure state-sponsored repression and the erosion of constitutional guarantees. Despite clear provisions in the 1986 Constitution and the Criminal Procedure Law, the government has failed to uphold its obligations, instead presiding over gross abuses that undermine democracy, the rule of law, and basic human rights.

We specifically call attention to the following crimes and abuses:

  1. Prolonged Detention Without Charge

Arbitrary arrests and prolonged detentions without due process have become routine. Under the watch of the current Minister of Justice, provisions guaranteeing citizens the right to challenge unlawful detention in court are being blatantly ignored, thereby criminalizing innocent citizens and silencing dissent.

  1. Extrajudicial Killings

Numerous cases of state violence have been reported:

The cold-blooded killing of peaceful protesters in Kinjoe, Grand Cape Mount County.

The point-blank execution of a civilian in Caldwell accused of power theft.

The police shooting of an unarmed civilian in the Banjor community.

The Liberia Drug Enforcement Agency (LDEA) killing a harmless man in Paynesville over alleged drug use.

Correction officers implicated in the killing of an inmate in River Gee County.

Widespread torture and coercion of suspects in police custody, forcing confessions to crimes never committed.

  1. Suppression of Press Freedom

Journalists and media institutions continue to face targeted attacks, intimidation, and censorship.

On June 26, the Association of Liberian Community Radios reported the suspension of Radio Kakata’s manager, Jerry Quoi, by Superintendent Victoria Duncan—now elevated to a judgeship by President Boakai—without due process.

Such actions create a chilling effect on freedom of expression and reduce the space for accountability.

  1. Targeted Political Dismissals & Suppression of Free Speech

The Director-General of the Civil Service Agency, in collaboration with the Monrovia City Corporation, orchestrated dismissals of citizens who criticized the president.

Over 600 employees of the Ministry of State for Presidential Affairs were wrongfully terminated in clear violation of their constitutional rights.

  1. Political Censorship by the Executive Mansion

The Presidential Press Secretary, Madam Kula Fofana, has harassed and intimidated accredited journalists covering the presidency, weaponizing press credentials to censor critical reporting and silence dissent.

OUR DEMAND
In view of the above, we respectfully but firmly demand that the United States Government:

Impose immediate targeted sanctions—including visa restrictions and asset freezes—on all individuals named or implicated in the U.S. State Department Human Rights Report on Liberia.

Increase support for independent civil society organizations and media institutions that continue to serve as the last line of defense for democracy in Liberia.

Apply diplomatic and economic pressure on the Government of Liberia until it demonstrates credible reforms in justice, accountability, and human rights protection.

The United States has historically stood as a beacon of liberty and accountability. At this critical moment in Liberia’s democratic journey, your leadership is urgently needed to prevent further descent into impunity and authoritarianism.

We strongly believe that targeted sanctions and international pressure are the only measures that can deter further abuses and restore the hope of justice for the Liberian people.
