Amid allegations of alleged 3.6M scandal against the person of Sekou Dukuly, Managing Director of the National Port Authority by Yang Dan, a Chinese Investor, a prominent Liberian civil society organization has come to the defense (NPA) Managing Director, Mr. Sekou A. M. Dukuly, dismissing recent fraud allegations against him as a coordinated smear campaign intended to derail his reputation and undermine ongoing reforms at the NPA.
In a press statement issued on June 18, 2025, Independent Societal Watch Advocates (ISWA) expressed “deep concern” over what it described as a one-sided media narrative surrounding a police investigation into the matter, and has accused Chinese businessman Yang Dan of misappropriating over US$3.6 million in a failed business venture.
ISWA calls for restraint, due process, and a fair investigation, cautioning against a rush to judgment driven by what it claims are “highly suspicious motives from foreign actors with personal vendettas.”
“We believe the allegations leveled against Mr. Dukuly are not only questionable in timing but also seem politically charged. We urge the Liberian public and international partners to allow the rule of law to prevail and not allow one-sided narratives to distort justice,” ISWA stated.
Questions over the Complainant’s Credibility
ISWA raised red flags about complainant Yang Dan’s legal standing and motives, citing ongoing criminal proceedings against Yang in Monrovia for alleged financial misrepresentation, forgery, and theft involving other Chinese investors and the Duke Global Investment Group.
The group noted that Yang is currently on trial at the Monrovia City Court following complaints from six Chinese nationals, who alleged that he falsely claimed ownership and management authority in the company, and defrauded them out of millions through the sale of fake shares and false business promises.
“The very complainant crying foul is himself under criminal investigation and trial for duping his own countrymen and partners. This raises serious credibility questions,” ISWA emphasized.
Dukuly’s Record and Reform Agenda
The civil society organization lauded Mr. Dukuly’s performance at the NPA, citing “unprecedented transparency reforms, increased port revenue, and modernization efforts” under his leadership. They described him as a reliable technocrat who is being targeted for standing up to corrupt actors and vested interests.
“Since taking over the NPA, Mr. Dukuly has shown a deep commitment to reform and transparency. He is now being targeted by individuals who feel threatened by his efforts to clean up and professionalize the Port system,” ISWA asserted.
The organization called on the Liberia National Police (LNP) to conduct a thorough and impartial investigation. It urged the Ministry of Justice to ensure that ongoing court proceedings involving Mr. Yang are not politically manipulated to influence public opinion.
ISWA concluded its statement by urging Liberians to reject foreign interference that undermines national sovereignty and tarnishes the reputation of credible public servants.
“We cannot allow our public institutions and leaders to be bullied by individuals or foreign investors with dubious agendas. Liberia must uphold the principles of fairness and protect its citizens from reputational harm based on mere allegations.”
As the police investigation unfolds, observers are closely watching whether the unfolding legal and political drama will further polarize public opinion or strengthen calls for institutional reform and legal due process, the statement added.
